Shasta Not a Charter County
Paperwork Not Filed until Last Month; County Supervisors Approve $6.5 Million To Fund Women Infants and Children

CALIRED NEWS–It was made public at the Shasta County Board of Supervisors Sept. 9 meeting (Agenda C3) that Shasta was not a Charter County because the appropriate paperwork for Measure D passed on March 5, 2024 had not been filed with the Secretary of State and was just recently filed in August.
Shasta County Board of Supervisors Chair Kevin Crye (District 1) also announced on his radio show Sunday, Sept. 7 from 8-9 a.m. on KCNR (1460.com; 96.5 FM and 1460 AM) about the lack of filing that was discovered last month. The Shasta County Board of Supervisors approved at today’s board meeting: $6.5 million (Agenda C14) to fund Women Infants and Children (WIC) Supplemental Nutrition Program.
$5.9 Million For Mental Health Care and $4.86 Million For Mandated Child Care:
The Shasta County Board of Supervisors approved $5.9 million for mental health rehabilitation services (Agenda C9, C10) with Willow Glen Care Center and $4.86 million (Agenda R6) for mandated child care and educational services for the California Work Opportunity and Responsibility to Kids Program (CALWORKS).
The Supervisors also adopted two proclamations:
- Designating Sept. 17-23 as “Constitution Week” (Agenda R3); and

- Designating October as “Breast Cancer Awareness Month” (Agenda C15).
Public Comments:
More than 30 public comments were made with several in the public speaking more than once.
Shasta County Consent Calendar:
- Approved a letter to Congressman Doug LaMalfa regarding the impacts of current Investment Tax Credits on local communities, including the Fountain Wind Project (Agenda C2 sponsored by Supervisor Kevin Crye).
- Appointed Randy Fields to the Buckeye Fire Protection District to serve the remainder of a four-year term to Dec. 4, 2026 (Agenda C-4).
- Appointed Kevin Davis to the Burney Basin Mosquito Abatement District Board of Trustees to serve the remainder of a two-year term to Jan. 5, 2026 (Agenda C5).
- Approved a calendar for January 2026 meetings (Agenda C6).
- Took the following actions on letters of position on pending legislation (Agenda C7):
- Approved a letter of support for Assembly Bill 411.
- Approved a letter of support for Senate Bill 346.
- Opposed Assembly Bill 793.
- Approved an agreement with Tehama County Community Action Agency for youth wraparound services (Agenda C8).
- Approved an agreement with St. Helena Hospital, dba Adventist Health Vallejo, for inpatient psychiatric hospitalization services (Agenda C11).
- Approved the 2023 Mental Health, Alcohol, and Drug Advisory Board (MHADAB) annual report (Agenda C12).
- Adopted a resolution which designated authority to the Health and Human Services Agency Director, or their designee, to sign the Homeless Housing, Assistance and Prevention Round 6 (HHAP-6) agreement (Agenda C13).
- Approved an annual funding allocation application with the California Department of Public Health for the Maternal, Child and Adolescent Health Program (Agenda C16).
- Approved an agreement with Remi Vista, Inc., for sex offender treatment services to youth offenders (Agenda C17).
- Approved an agreement with Solano County to house Shasta County inmates in the Solano County Jail Facility (Agenda C19).
Other Shasta Board Actions:
- Adopted a resolution (Agenda R1) which recognized Carrie Taylor , Senior Staff Services Analyst with the Department of Support Services as Shasta County’s Employee of the Month for September 2025.
- Received a presentation (Agenda R4) from Doug Bond, Amity Foundation President and Chief Executive Officer regarding Amity’s Male Community Reentry Program (sponsored by Supervisor Crye).
- Approved a General Fund loan extension (Agenda R9) to cover actual negative cash balance in an amount not to exceed $7 million. The Social Services Fund is almost $1 million dollars negative each month.

- Received a presentation from the Agricultural Commissioner regarding the 2024 Shasta County Crop and Livestock Report (Agenda R5).
