Dear Friends and Neighbors,
I am writing today to share serious concerns about Senate Bill 1305, the proposal by Senator Richardson to reintroduce grizzly bears in California. While the grizzly is an iconic symbol — even our state animal — it was driven to extinction in this state more than a century ago. Today’s California is very different from that era: we are far more populated, land use is more developed, and our current wildlife management systems are already overstretched and inadequate for what exists now.
Under SB 1305, the state would create a roadmap for bringing grizzlies back to California. The mandated habitat assessments, tribal consultation, and ecological studies could ultimately lead to reintroduction. The bill speaks to “restoring ecological function,” but does not fully grapple with the reality of communities coexisting with a large apex predator.
Here’s the bottom line: California is not adequately managing the wildlife we already have.
State capacity to monitor and responsibly manage existing populations (i.e.mountain lions, black bears, and wolves) is strained. Before considering another apex predator, we must ensure our wildlife management strategies are modern, science-driven, and properly funded.
Last year, I authored AB 1038 to address growing black bear encounters by updating management tools. That bill did not pass. Yet now, instead of fixing current gaps, we are being asked to pursue the reintroduction of a species absent for over a century.
