Redding City Council Approves $8.2 Million in Spending at Oct 7th Meeting

CALIRED NEWS–The Redding City Council approved $8.2 million in spending at its Oct. 7th meeting:

  • $5.2 million for the Cypress Pump Station Facility (Agenda 4.11d).
  • $1.8 million for the 5551 Cascade Racquet Club Mutual Water Company Water Main Project (Agenda 4.11f). 
  • $550,000 to Stillwater Business Park infrastructure (Agenda 9.1).
  • $277,254 for purchasing one 2026 Caterpillar 910 Loader for the City of Redding Solid Waste Utility (Agenda 4.11b).
  • $200,000 annually for two years for outfitting vehicles with needed equipment (Agenda 4.9a).
  • $150,000 to the Redding Regional Airport Passenger Terminal Parking Lot Reconstruction Project (Agenda 4.11g).

Other Redding City Council Actions

  • Accepted update regarding the proclamation declaring a local emergency due to flooding (Agenda 4.1a).
  • Approved and authorized the sale of real property located at 6155 Venture  Parkway, Stillwater Business Park Lot 12–25.41 acres of City of Redding-owned property (Agenda 4.1b).
  • Authorized a Master Service 25-Year Agreement with the Tribal Council of the Redding Rancheria. Passed 4-0 with recusal of Vice Mayor Mike Littau due to acceptance of campaign contribution (Agenda 4.1c). Annual cost is $130,000.
  • Adopted a Resolution approving the 12th Amendment to the City Budget (Agenda 4.2a).
  • Adopted a Resolution terminating the South Street Water Main for the Railroad Emergency Replacement Project (Agenda 4.11a).
  • Authorized and approved actions relative to the Magnums Area Remote Sewer Project (Agenda 4.11c).
  • Authorized and approved actions relative to the Girvan Road Over Olney Creek Bridge Replacement Project (Agenda 4.11e).
  • Heard an oral report from the Airports Manager on City of Redding Airports (Agenda 9.2b).
  • Approved an agreement with World Triathlon Corporation to host triathlon events in the City of Redding in August of 2026, 2027 and 2028 (Agenda 9.2c). Approved 5-0.
  • Extended Redding Electric Utility’s Revolving Credit Agreement with US Bank (Agenda 9.5a) through Oct. 29, 2028 at an estimated annual cost of $75,000.
  • Discussed the financial assistance given to Advance Redding’s operations of the Redding Civic Auditorium (Agenda 9.6a).
  • Approved the Groundwater Transfer and Facilities Cost-Sharing Agreement and the Emergency Intertie Agreement with Bella Vista Water District (Agenda 9.11h).

Bella Vista Water District will receive 1,000 acre-feet/year.

  • Approved the Memorandum of Understanding with the Redding Police Officers Association for a one-year term effective Oct. 8, 2025 through July 31, 2026 which is one-year from the expiration of the current MOU (Agenda 9.15a).

Redding City Council Public Comments: 

Four members of the public gave comments at the beginning of the meeting: two comments were concerning Redding City operations (one positive and one negative), one concerning elections and one comment concerning a “stray cat crisis.”
