Redding Council Proclamation Continues Local Emergency Due To Flooding
Approves Left Turn Project, South Street Water Main Project

CALIRED NEWS–A Redding City Council proclamation (Agenda 4.1a-b) continues a Feb. 2, 2025 local emergency due to flooding that has caused repairs, replacement of public facilities that resulted in a Proclamation of a State of Emergency issued by Gov. Gavin Newsom to Shasta, Humboldt, Mendocino, Modoc, Napa, Sonoma and Trinity Counties initiated by a request from Shasta County Board of Supervisors Chair Kevin Crye to the California Office of Emergency Services.
The failure of a 120-inch culvert across the access road of the Reginato Boat Ramp was listed in the city’s resolution 011 as well as repairs to an exposed wastewater line adjacent to, and beneath, Linden Ditch near Parkview Avenue and storm drain replacement and repair of 200-feet of storm drain at the John Reginato River Access at 385 South Bonneyview Road and 5344 Indianwood Drive.
Approve $2.36 Million For Systems Left Turn Project
The Redding City Council approved $2.36 million for the Systemic Left Turn Project with nearly $1.7 million awarded to SnL Group of Redding (Agenda 4.11d); $285,030 for project development costs; $185,070 for contract administration and inspection costs and $170,000 to provide construction contingency funding.
The project will install left turn lanes and signal modifications where none currently exist at five selected intersections, as well as dedicated left turn lanes at an additional four intersections. The project also includes curb ramp upgrades at various intersection, roadway resurfacing and striping/signage modifications.
Approximately $1.08 million in grant funding is going toward this project.
Project Costs For South Street Water Main is $2.03 Million
The Redding City Council authorized and approved costs for the South Street Water Main at Railroad Emergency Replacement Project (Agenda 4.11a) at $2.03 million with construction contract and contingency costs now at $1.8 million up from $810,000 with project development costs remaining at $95,000 and contract administration, inspection, testing remaining at $135,000.
The Water Utility Division’s Fiscal Year 2024-2025 Budget has sufficient funds appropriated to complete the project, including the requested budget increase.
Redding Library Flooring To Cost $798,000
The Redding Library Flooring Replacement Project funded by a Building Forward Grant from the California State Library with no additional funding required will cost $798,000 (Agenda 4.11b) with $622,840 award to Northern Valley Flooring and approximately $78,500 to cover the cost of administration and inspection fees; $63,000 to provide construction contingency funding and $32,000 for project development costs.
The total funding is within the overall amount of the grant awarded to the City of Redding.
Redding Convention Center Receives $675,450
The Redding City Council adopted a Resolution (Agenda 4.6b) that approved financial assistance of $675,450 grant agreement for Advance Redding–the management company operating the Redding Convention Center. In return, Advance Redding will defer the $5,000 per month lease payments until January 2026. Almost $260,000 will go toward the stage and $187,000 for production from Aug. thru Oct. and $178,000 to pay for utilities from Aug. 2024 thru July 2025 with $50,000 for fencing purchases.

Approved Up To $309,461 For Overhauling Two Transformers
Approved a $257,961 agreement with Delta Star (Agenda 4.5a) for overhauling two transformers at Waldon Substation for the Redding Electric Utility with $51,500 designated for contingency costs making a total project cost of $309,461.
Other Redding City Council Actions
- Authorized request (Agenda 4:14a) for the City Treasurer/Finance Director Greg Robnette to prepare a written response to Council Member Tenssa Audette’s online published Redding Budget Findings document for Council’s review and Authorized release of the Response by press release.

- Discussed in Closed Session the recruitment of a new city manager to replace current city manager Barry Tippin, a Redding native appointed city manager in June 2017 after having been appointed to the assistant city manager position in 2008.
- Adopted Ordinance No. 2682 (Agenda 4.b) for creating an Entertainment Zone in Downtown Redding that allows people to “buy open container drinks (alcoholic drinks ‘to go’) from local bars, restaurants, wineries and breweries seven days a week, Sunday through Saturday from 10 a.m. to 10 p.m.
- Authorized and approved the operation of a Public Parking Facility at Redding Regional Airport (Agenda 4.2b) for the City of Redding.
- Adopted a Resolution (Agenda 6.1) forming a Sanitary Sewer Maintenance District (Salt Creek 4).
- Adopted a Resolution (Agenda 6.2) adding a Tobacco Retail License Fee of $1,176.63 per retailer for the sale of Tobacco and Tobacco products.
- Approved a lease/sale agreement (Agenda 9.1d) of Redding owned property located at 7251 Eastside Road to Shasta County.
- Invocation given by Gordon DeWitt, Redding Police & Fire Department Chaplain.
Redding City Council Public Comments
Approximately 12 members of the public gave comments at the start of the meeting with five comments concerning the status of Shasta Supermoto with racers asking that they not be charged like Sonoma Raceway riders. Three comments were oriented toward the hiring of a new city manager.
