Shasta Supervisors Approve $1.6 Million Funding Application for Public Health
$1.2 Million Agreement for Mental Health

CALIRED NEWS–The Shasta County Board of Supervisors today (Oct. 7) approved up to $1,645,560 to the California Department of Public Health for the California Home Visiting Program (Agenda C7) and a $1.2 million agreement with Redwood Community Services, Inc. for youth residential specialty mental health services (Agenda C5).
Board of Supervisors Actions:
- Adopted a resolution which recognizes Rachelle Kaschke, Chief Fiscal Officer, of the Department of Public Works as Shasta County Employee of the month for October (Agenda R1). The resolution was read and presented by District 3 Supervisor Corky Harmon. Kaschke came to work for the county in 2010 and was especially thanked for her work on the Roads Report.
- Adopted a resolution (Agenda C1) which recognized Centerline Communications on behalf of The Towers, LLC, of Delray Beach, FL as the highest bidder for the Sept. 17 auction for county-owned real property.
- Adopted a proclamation (Agenda C2) which designates October 14 as “Civic Engagement Day” in Shasta County sponsored by Supervisor Chris Kelstrom.
- Adopted a resolution (Agenda C3) which appoints Christy Coleman as the Director of Mental Health Services effective October 17 subject to approval from the California Department of Health Care Services.
- Approved a retroactive renewal agreement (Agenda C4) with the California Mental Health Services Authority (CalMHSA) for psychiatric inpatient concurrent review services.
- Approved an agreement (Agenda C6) with Success in Recovery, Inc. for youth residential specialty mental health services.
- Awarded Request for Bids (Agenda C8) for vehicle purchases from Crown Motors, Lithia Toyota Redding and Winners Chevrolet and approved a budget amendment increasing appropriations by $50,000 in the Fleet Management Replacement Budget.
- Accepted a grant reward (Agenda C9) and approved an agreement with the California Department of Parks and Recreation, Division of Boating and Waterways for swift water dry suit packages.
The motion to approve the Consent Calendar was made by Supervisor Chris Kelstrom with a second made by Supervisor Allen Long. Passed: 5-0.
Public Comments: 21

Some 21 individuals made public comments at the beginning of the meeting with the number one topic: elections (nine had comments concerning the upcoming Tuesday, Nov. 4 Shasta County elections) which included Assistant Registrar Brent Turner who urged citizens to “come by and see the elections office (on 1643 Market Street)…We’re going to (set the standard) for the rest of the state, and country.”
Five county residents gave comments critiquing the Board of Supervisors or giving suggestions for improvement. Also making a comment on wolves was former Supervisor Mary Rickert who shared what she had done in meetings with cattlemen and had been engaged in this issue for 30-40 years.
Board of Supervisors Comments:
District 1 (Kevin Crye): “We need safe neighborhoods and more affordable access to medical care.”
District 2 (Allen Long): “An Oct. 23rd meeting from 5-7 p.m. at 1031 Butte Street will discuss the 292 bridge replacement by Cal Trans…I went to the 18th Annual Harvest of Hope Gala Saturday, Oct. 4th at the Redding Civic Auditorium hosted by the Good News Rescue Mission and it was an awesome event with a powerful keynote speaker (Donald Whitehead Jr., the Executive Director of the National Coalition for the Homeless).”
District 3 (Corky Harmon): “We did a town hall meeting in Palo Cedro and we will keep doing it on the first Thursday of each month at the Strong Gym (9452 Deschutes Rd)… I am distracted because a friend of mine, a neighbor and EMT, was in a helicopter (a REACH Air Medical helicopter) crash that happened (Monday evening) on Highway 50 in Sacramento. Please keep her and the others in your prayers.”
District 4 (Matt Plummer): “Wolves are affecting a number of states. We need to address this at the federal level with four or five other states…We need to address the homeless by activating our emergency response teams as well as use public safety data so that we have a more efficient use of resources for community safety.”
District 5 (Chris Kelstrom): “I had five events scheduled for Saturday and I was able to go to two of them (including reading to kids at the library).”
Other Board of Supervisors Actions:
- Received a presentation (Agenda R3) from Clerk of the Board Stefany Blankenship on various local committees and commissions. Currently, there are more than 80 committees; 30 are required; 10 optional; 6 discretionary and 32 independent. Discussion revolved around the Commission on Aging (created in 1977), the Historical Heritage Commission (not active), and the Remote Access Network Board (not active). Public Comment featured 11 speakers with 10 speaking on the suspended Elections Commission (9 wishing to reinstate it), including the former chair of the Elections Commission.
- Adopted a Resolution (Agenda R4) to amend the County’s Contract with the Board of Administration California Public Employees Retirement System (CalPERS).
- Dissolved Permanent Road Division (PRD) Zones (Agenda R5) in the Silverbridge Highland development. Motion made by Supervisor Chris Kelstrom. Second by Chair Kevin Crye. Passed 4-0 with Supervisor Corkey Harmon recusing himself, due to his involvement on the project. Public easements to be vacated at a later date.
- Recess at 12 noon for Closed Session on labor negotiations (Agenda R6) and existing litigation (Agenda R7).
- Agenda R6 (Labor Negotiations): No reportable items.
- Agenda R7 (Existing Litigation: Eric R. Magrini v. Shasta County Court Case #208798): Shasta County will defend itself and hire outside counsel.
