New California Petitions Congress to Become 51st State
3 Resolutions Challenge Tyranny–Seek Federal Government Intervention

REDDING–The Reorganized California Convention held Jan. 23-24 at the Red Lion Hotel with 100 attendees from throughout California ended with a reading of three resolutions challenging “the tyranny of California’s failed and corrupt government” and a unanimous vote to petition the U.S. Congress to become a 51st State with a special appeal to President Donald J. Trump.


The three joint resolutions:
- 19-01: Republican Form of Government: “As a remedy for the abuse of power by the government of California” because “the California state government is in direct violation of the United States Constitution, Article IV, Section 4, known as the ‘Guarantee Clause’ of the United States Constitution, mandates state and federal government provide citizens of the United States with 1) a “Republican form of government.”
- 19-02: 2) freedom from invasion: “The government of California, the current governor and mono-party system along with local officials are following a coordinated design with the intent to actively engage in acts of insurrection against the U.S. Constitution” (through) unconstitutional laws and regulations in direct violation of Article VI Section 2 known as the “Supremacy Clause” by creating “sanctuary cities in open defiance of federal law.” In 2017, “California spent $27 billion on illegal foreign nationals who came into the United States, were granted rights and privileges reserved for American Citizens, resulting in excessive taxation and massive voter fraud.”
- 19-03: 3) freedom from domestic violence: “The people of California are suffering from a tyrannical state government which protects vicious criminals who commit outrageous acts of violence upon the citizens of America. All caused by a government of and for a mono party system led by a tyrannical dictator.”
The resolutions and petition for New California to become the 51st State will be transmitted to the U.S. Congress.
A letter sent earlier this month to President Donald J. Trump from Paul Preston, New California State’s Governor Pro Tempore declared the State of California is “in urgent need of an intervention from the Federal Government.
“Californians have endured the full fury of the totalitarian government of the state of California. We have seen our families and friends murdered, financially and morally bankrupted, our children raped, stolen, trafficked, and genitally mutilated by our own state government. Our businesses, industries and homes were destroyed, and there was massive crime and invasion by millions of cartel and military-aged men over the last 25 years. No other state in the Union has seen so much destruction.
“Betrayal by the sitting socialist governor/dictator of California, progressives, the mono-party legislature and local elected officials is evidence of ‘Abdication of their Responsibilities of Authority and Sovereignty’ over the Citizens of the United States living in California State. The State of California has abdicated. In fact, there is no government in California. In 1879, California formed a corporation doing business as the state of California. There is no actual government of California. The leaders are just actors standing in place.
“In addition, they have abandoned the United States’ and California’s original Constitution. Most egregious of all, California leaders abandoned the original act of cession of 1850 with the United States Congress and it is a breach of the compact. While the State of California remains in the Union, the Government is not Constitutional as approved in 1849 by Congress. This ‘breach’ of the compact is in direct violation of Article IV section four, and Article VI of the United States Constitution. California is now in non-state status.
“The time is now for you to act to protect ‘We the People’ and save our Union of States we know as the United States of America. It is your Sacred Duty.”
New California State was formed in 2017 and on January 15, 2018, declared Independence from the state of California following Article IV, Section 3 of the United States Constitution. A final reading of 95 grievances was held November 19, 2019, in Sonoma which in 1846 was the site of the “Bear Flag Revolt. That date was also the 156th anniversary of the Gettysburg Address by President Abraham Lincoln.

New California State comprises 51 of California’s 58 Counties (excluding urban coastal regions–notably Los Angeles, the San Francisco Bay area and Sacramento)–which are treated as California state islands surrounded by the proposed territory of New California using the island-based administrative model of Hawaii. New California State includes five rural areas in Alameda, Los Angeles Marin, Sacramento and Santa Clara.
This arrangement avoids the legal and logistical difficulties of drawing borders through dense metropolitan sprawl. Instead, the boundaries follow natural geographic features–mountain ranges, desert, and major transportation corridors–that already separate these regions functionally and politically.
